Manchester City and Chelsea have agreed on £21 million fee for City player Wright-Phillips. An earlier offer of £20 million was rejected by the City management.
Shaun Wright-Phillips has been given permission by the City to start personal talks with Chelsea.
He has played over 150 matches for City after joining from Nottingham Forrest in 1998. His last game was a friendly match against Tranmere.
Wright-Phillips has been withdrawn from the City squad that will travel to Thailand on Sunday.
Arsenal are also interested in his services but the Gunners are not able to match Chelsea offer.
